SCALE-UP (Slum Communities Achieving Livable Environment with Urban Partners ) project is supported by CHF International USA and funded by Bill and Melinda Gates Foundation. ESAF has been selected as the facilitator of the project between the community & local Government Body.

SCALE UP programme was designed with the understanding that effective local intermediaries -- such as nongovernmental organizations, local governments, academic institutions and microfinance institutions -- are needed to bridge the gap between the growing needs of urban slum dwellers and the services provided by municipal governments. In Nagpur this programme is aiming to support the Nagpur Municipal Corporation for the implementation of Jawaharlal Nehru National Urban Renewal Mission-BSUP programme.

ESAF aims to achieve the following Objectives broadly:

  • To ensure the slum residents understand JNNURM programme and their role in it, through mobilizing the community.
  • To work as a constructive liaison between the slum residents, NMC, CHF, the banks and any other stake holders.
  • To play an active role in making the slum residents getting convinced about the transition stay, allotment of houses, utilization of the free space in the slum etc… in consultation with other stake holders in the programme.
  • To support the NMC to raise the beneficiary contribution from the Slum residents by providing them with needed Micro loans.
  • To assist the Self Help groups and Clusters to form their own housing societies, and to train them in operation and maintenance of the societies.

  • To build the capacity of the residents in problem solving and governance.
  • The major role of ESAF is mobilising the communities for JNNURM Programme and build their capacity for the sustainability of this programme, with main a main focus on housing for the urban poor Working in 5 slums of Nagpur & 1600 Households.
  • Working as liaison between government and the community members.
  • Organizing communities through beneficiary groups & Housing Cooperatives.
